On the north end of Dubuque is Eagle Point Park. This is one of the most 'picturesque' parks in the Midwest. From the bluffs at Eagle Point park you can see the three states making up the "Tri-State" area: Illinois, Iowa, and Wisconsin
The park overlooks Lock & Dam #11 - there are 29 locks on the Upper Mississippi river, the 1st up in the Twin Cities (Minneapolis/St. Paul, Minnesota) and the last near Cairo, IL where the Ohio River joins the Mississippi.
